Yeah, in some situations it works very well on the backbar, especially when leveling and easier vet DLC dungeons later. In harder content I still like to use shield on both bars, though, as blocking with a staff both drains magicka like nothing else and doesn't give the same physical resistance, which one usually lacks slightly more in today's support set meta.

Frost staff does come in very handy in situations where you have to help ranged interrupt (by slotting Crushing Shock). It also helps if you can't get Crusher enchant uptime just right with very fast light attacks, as keeping Elemental Blockade down keeps Crusher running 100% of the time.

All of this implies you have your bars set up so that even when you run shield on both bars, your second bar doesn't have any Sword and Shield skills on it, so the staff backbar has basically the same skills, except for one or two flex slots which would be specific to the staff.
